Solar project planned for Burford community centre

BURFORD – County councillors and a Brant-based energy co-operative want to go ahead with the construction of a 250-kilowatt solar panel project on the roof of the Burford Community Centre.

Council will be asked on Tuesday to approve a recommendation from the corporate development committee go ahead with the construction in a joint project with the Sustainability Brant Community Energy Co-operative (or SBC Energy Co-op).

The total cost is $720,000.

The county’s share is 70% or $504,000, while the co-op’s share is 30% or $216,000.

The manager will be Brant Renewable Energy, a division of the county-owned Brant Municipal Enterprises. BRE has built all of the county’s green energy projects and is recommended to manage the Burford one.

The Independent Electricity Systems Operator has approved the application from the county for the project under the feed in tariff program.

Council also will be asked to release a tender for a new metal retrofit roof assembly for the Burford Community Centre.

The Burford solar panel project is the latest venture involving a municipal building cost-shared by the county and the co-op. SBC Energy Co-op is also involved in the projects on the Brant Sports Complex and the South Dumfries Community Centre.

The Burford Community Centre also needs a new roof capable of supporting the load of the solar project. A staff report estimates the cost a metal roof retrofit overlaid on the existing roof will cost about $510,000. But the 40-year-old roof will have to be replaced in a few years, so staff recommend building a whole new roof first, then adding the solar project.

“After the 20-year financing life of the solar project and the end of the FIT contract, the project will continue to generate revenue that can either be sold to the electricity grid or used to operate the facility,” the report says.

PARIS – Council is applying to a federal infrastructural program for nearly $1.4 million to renovate three Brant municipal facilities.

They’re looking for:

– $600,000 replace to roof on the Burford Community Centre;

– $100,000 for renovations to the Cainsville Community Centre;

– $682,500 for upgrades to the Paris Lions Park diamond.

The federal government would pay 50% of the cost and the county would have to line up capital for the other 50%.

The federal money would come from the Canada 150 Community Infrastructure Program, which was set up to celebrate Canada’s 150th anniversary in 2017. The program provides up to 50% federal funding to a maximum of $1 million.

Under the rules, priority is given to infrastructure projects in recreational areas. Applications had to be in by June 9, and the work substantially complete by March 31, 2018. Priority may be given to those projects that can be completed by June 30, 2017.

Multiple applications are permitted, but the applicant municipalities must rank the priority of the projects in the applications.

A staff report rates the Burford Community Centre project as top priority, with the Cainsville Community Centre and Paris Lions Park ball diamond second and third respectively. The staff feel those projects best reflect the applications guidelines in the program, and are achievable within the specified timelines.

PARIS – It’s going to cost another $5 to collect your at-large dog from Hillside Animal Control.

Until now, Hillside, the county’s animal control service on contract, has charged $110 per call to pick up at-large dogs. The charge is invoiced to the county.

Now Hillside s looking for the fee to be hiked to $115 per call.

The fee schedule negotiated by the county when it gave a contract to Hillside has not incurred any fee increases since 2009, a staff report says, except for the introduction of an increased disposal fee for large wildlife in 2013.

Hillside has issued a proposal to increase the fee for the recovery of dogs.

The corporate development committee has endorsed the increase. Council will consider final approval on Tuesday.
