Shift needed in state water policy

In a state where water resources are scarce and water infrastructure needs are great, it is simply unacceptable that so much of the money spent here to address that problem is going instead to operations and administration.

It is estimated New Mexico will need to spend $1 billion over the next 20 years to address water infrastructure needs, according to a recent special report by The Associated Press. More than $20 million in federal funds have been appropriated for things like new pipelines, treatment plants and storage tanks to address those needs. But, far too much of that money is being siphoned off before the needed projects are even started.

The federal government’s Drinking Water State Revolving Fund allows for up to 31 percent of the money it appropriates to be used for administrative and organizational needs. No state in the nation has taken advantage of those “set-asides” to the same extent that we have, the AP reported.

Out of every $10 we get for water projects, $3 goes to pencil-pushers instead of pipelines.For the full article click here
