Oil Train Safety Preparedness Varies

Having large quantities of firefighting foam available is one point of measurement for readiness, but also having your staff familiar with the hazard and how to counter a fire or prevent one from starting is perhaps the most important point to be stressed.

Ideally it is not the response that counts, but the prevention phase of eliminating derailments that is the critical aspect that needs emphasis and is the duty of the railroads to take care of. It is an example of critical infrastructure interdependencies.
